Prerequisite Experience of the Learners: None
Goal: The goal of this curriculum is for civilian professionals and law enforcement officers of the SE Quadrant of Harris County to understand the Regional (Satellite) Intelligence Center and how it works with the HRISC-Fusion Center in order to conduct counter-terrorism intelligence activities. These intelligence activities are in support of the Nation-wide Suspicious Activity Reporting (SAR) Initiative. This class identifies suspicious activities indicative of pre-cursor terrorist planning for violent activities and the proper procedures for reporting them to the Regional (Satellite) Intelligence Center (RIC).

The rationale of this curriculum is to provide civilian professionals and law enforcement officers with information about the counter-terrorism operations of the RIC, recognizing suspicious activities concerning terrorism and violent criminal activity and the proper procedures for reporting suspicious activities to the Regional (Satellite) Intelligence Center (RIC).
Instructor Profiles
Joe Stepp is a retired U.S. Army Special Forces Lt. Colonel with an extensive background in Counter-terrorism Operations and Intelligence. He has had several years of experience in both Iraq and Afghanistan during Operation Iraqi Freedom and Operation Enduring Freedom. He is responsible for the day to day operations of the Regional (Satellite) Intelligence Center (RIC) office located within the Pasadena Police Department and is the Regional Intelligence Coordinator.
Georgia Cook is the Regional Intelligence Analyst for the RIC and has been with the Pasadena Police Department for 9-plus years. She has an extensive background in Police and Fire Dispatch Centers, Emergency Operations Centers, and Military Base Operations Centers. She also has a strong background training police personnel on Police and Fire Dispatch operations.
Eddie Wilkerson is the Regional Intelligence Sergeant for the RIC and has been with the Pasadena Police Department for twenty-nine years. He has an extensive background in investigations and patrol operations, serving in Patrol, Narcotics, Spotlight and Street Crimes / Gang Task Force, and Planning & Research, as well as Public Information Officer. He is also a Past President of the Texas Municipal Police Association and former Commissioner of the Texas Workers’ Compensation Commission.
Jason Mitchell is Regional Intelligence Officer for the RIC and has been with the Pasadena Police Department for 14 years. He has been licensed by the State of Texas as a Paramedic for 19 years and is a former Haz-Mat technician. He has an extensive background in patrol operations, SWAT tactics and tactical medicine, serving in Patrol, SWAT, SERT, Narcotics and as an adjunct instructor for the Pasadena Police Academy. He has also served as the Health and Safety point of contact for all medical, blood-borne pathogen and bio-terrorism related issues for the department.
